11 selected for CM’s Paryatan Vikas Yojana

KOLORIANG, Jan 22: 11 beneficiaries were selected through open lottery for Chief Minister’s Paryatan Vikas Yojana for Kurung Kumey district by a Board headed by Deputy Commissioner Kurung Kumey Gejum Ete. The Board member included Khoda Bath, CO i/c DTO, Jacob Tabing, CO and Byabang Nemeh, LRSO.

The beneficiaries selected were Biri Yama, Bamang Shanti, Paney Kamey, Bengia Seeker, Gyamar Kassung, Chera Teja, Bengia Anthony, Ninde Taring, Heri Taju, Nangram Bhai and Dolang John. Two were kept in waiting list. The selected beneficiaries were also asked to sign an undertaking declaring that they are not employed in any Government or Semi-Government organisation, if found employed than their selection is liable to be cancelled. BJP opposes simultaneous elections

ITANAGAR, Jan 22: The Bharatiya Janata Party Arunachal Pradesh unit today headed by its state President Tai Tagak accompanied by National General Secretary Tapir Gao, MLAs Tamiyo Taga, Tapen Siga, Dr. Tangor Tapak and Party spokesperson Techi Necha submitted a representation to Chief Election Commissioner New Delhi. In its representation, party expressed apprehension that Assembly and Lok Sabha elections might be held simultaneously at one go.

While opposing such move BJP claims that it will break constitutional norms. “The term of present state Assembly is expiring on 4.11.2014. As per the provisions of the representation of The People Act, 1951, section 15 the elections cannot be notified at any time earlier than six months prior to the date on which the duration of that Assembly expire which in the present case is 4.11.2014,”  read the representation of BJP. The party further added that holding of election together will affect fairness of the election process as there will be shortage of man power.

“If election is held simultaneously then entire manpower of the Commission will be divided on two sides and thus it will affect the electioneering process,” BJP continued.  

 

Awareness campaign by ASBSU

ITANAGAR, Jan 22: The week-long social and educational awareness campaign organized by All Siyom Banggo Students’ Union (ASBSU) ended yesterday with a valedictory function attended by West Siang DDSE Tomi Doke and Adi Students’ Union general secretary Obuk Gao.

The team led by the union president and general secretary toured entire schools and villages under Siyom Banggo under Jomlo circle with special focus on education and understanding adolescents. The team also gathered first hand knowledge about the problems faced by the people in health and education sectors.

They also made the students and villagers aware about Right To Education (RTE) Act 2009, role of parents in guiding their children, HIV/AIDS, harmful effects of drugs use etc.

 

Social service at Khonsa district hospital

KHONSA, Jan 22: A mass social service was conducted by the members of All Arunachal Pradesh Youth Organization Tirap unit at the premises of Khonsa District Hospital today. Many other youth organizations of the district and the staff of District Hospital actively participated in the much-needed social service. The President of the youth organization Rangja Arang explained the main objectives of organizing the social service and appealed all to keep the Hospital neat and clean to stay healthy. He said that more such social services would be conducted in near future also and sought co-operation from all quarters.

The DMO Dr. K. Perme who was very pleased, appreciated the members of AAPYO and assured all possible help and co-operation from his side. He said that dignity of labour should be instilled and inculcated in the minds of the youth from young age so that they learnt to serve the society at large efficiently in future. Football & Volleyball competition gets underway

AALO, Jan 22: The football and volleyball tournament (man and woman) for Chief Minister’s Trophy is being organized in all the blocks of West Siang district and it is nearing completion.

District level competition for the same is scheduled to begin from January 28 at General Football Ground Aalo. The District Sports and Youth Officer, Tumto Loyi is working round the clock to make the tournament a grand success. He hoped that talented men and women players will be selected from the  district  to compete in state level sports competition for CM’s trophy.  DIPRO

 

Mock drill on fire organized for school

ITANAGAR, Jan 22: A mock drill on fire and evacuation was held for the students and staff of Covenant Mission School, Ganga here yesterday which was organized by director, fire and emergency services. The drill was conducted under the supervision of Itanagar Fire Office, OC incharge Take Horming and was assisted by fireman Miyi Yomcha.

The session was aimed at equipping them in handling fire and natural calamities.

 

 

Society demands justice

ITANAGAR, Jan 22: The Sangha Welfare Society has appealed to the concern authority to find out the exact cause of the death of Bengia Yame who died at Arunachal State Hospital, Naharlagun, on January 8 last under mysterious circumstances.

In a release while also demanding to give appropriate punishment to the doctor and staff nurse incharge of the case, it said, this type of negligence from the medical staff is very common. This case must be an eye opener for all of us, so that such thing does not occur in future. The case must be put in fast track and justice be given.

 

Bogum Ao conference concludes

ITANAGAR, Jan 22: The 3rd Bogum Ao Conference was inaugurated by Dr. Ligu Tacho, Chairman of Arunachal Pradesh Public Service Commission at Koyu on 17th January. A 12’ (ft.) statue of Ato Bogum was unveiled by Dr Tacho on the occasion. The theme of the conference was ‘Unity is Power’.

In his address Dr Tacho stated that ‘Ato Bogum’ is a legendary figure as, “we have been listening bed time stories of his heroic deeds since our childhood”. He exhorted the delegates of Bogum clans to emulate Ato Bogum as he became the savior of human being from the atrocities of mountain flying dragons and other monsters that used to devour human beings in the distant past. The President of ‘Bogum Ao Foundation’ Tapik Bui and Lijum Ronya, ex-Minister cum Chief Patron of the society also spoke during the day. To mark the occasion, Dr Ligu Tacho released two books one on ‘Genealogy of Bogum Clan’ compiled by the committee and a short story on Ato Bogum, the Savoir of mankind written by Tony Koyu.

 

EDP for youths gets underway

AALO, Jan 22: A twelve days entrepreneurship development training programme for 165 selected youths from various parts of the district got underway at the conference hall of District Industries Complex today.

Inaugurating the function, West Siang Deputy Commissioner M.K.Sahoo disclosed that the selection has been done in an transparent manner basing on different project proposals with due representation to all circles.

Appreciating the endeavor of Gomar Angu, DDI Aalo for genuinely working for the cause of unemployed youth of the district, he advised the participants to put in hard work to give success to their assigned projects. He also suggested scaling successful entrepreneurships in such training to share their initial problems and success stories to give much needed fillip to the present batch of trainers. The guest invitees Ige Tacha, DFDO and Gijum Tali DIPRO also gave fruitful suggestions and useful tips to the trainees for utilizing every drop of bank loans compound judiciously for their project to curve avenues for themselves for sustenance.

In his key note address Gomar Angu, Deputy Director of Industry disclosed that 1.95 crore have been deposited in six different banks of West Siang District for different projects placed by the unemployed youth of the district.

West Siang is the 3rd highest achiever in this field after Lower Subansiri and East Siang district and trend should not continue with the commitment and sincerity by the selected band of trainees. He reiterated that though the turn up is good but target is not satisfactory as few more candidates could not make up the quota  meant for different blocks. Tayir Laye and B.K. APPSU visits Tarasso circle

ITANAGAR, Jan 22: The new executive members of All Papum Poma Students Union (APPSU) led by its President Teli Tadap Camdir and General Secretary Tem Takar recently visited Tarasso circle to know the ground realities of area. During the visit union found that houses and properties of Sango village were completely destroyed in an illegal eviction drive carried out by encroachers from Assam.

They further claimed that encroachers are now encroaching way inside Arunachal territory day by day and are constructing structures and camps near Sango village.Due to these situations the school are facing problem in running their classes. Tarasso people are also facing difficulties in road communication as present road passing through Assam is not safe for the Arunachalee citizens to travel.

The union appealed to state Govt. to look into the matter seriously and start dialogue with Govt. of Assam to bring out amicable solution on the ongoing burning Tarasso boundary issue before it’s too late. They also urged local MLA to act swiftly in order to bring an end to this problem.

Tuki spells out development strategy, asks people to re-elect Congress

DIRANG, Jan 22: Chief Minister Nabam Tuki today led a host of leaders in blowing the 2014 poll bugle with Lok Sabha member Takam Sanjoy, Tourism & WRD Minister Pema Khandu, MLA Kumsi Sidisow, Parliamentary Secretaries Jambey Tashi (Civil Aviation), T N Thongdok (PWD), Tsewang Dondhup (Art & Culture), Kumar Waii (RWD) and R T Khunjuju (Hydropower) rhetorically seeking support of the masses for bringing Congress to power in the ensuing assembly and Lok Sabha elections.

Local MLA Phurpa Tsering began with a question to the 10,000 plus gathering whom would they vote in the next Lok Sabha election: Takam Sanjoy shouted the crowd in chorus.

Continuing his whirlwind district tour, Chief Minister Nabam Tuki along with the MP and a host of lawmakers addressed a Congress rally in this picturesque sub-divisional Hq town spelling out the Congress government’s development strategy for the state while announcing sops for Dirang.

The government has taken up many developmental schemes under road, water, hydropower and youth development sectors, Tuki said, adding the CM’s Universal Health Insurance scheme to be launched soon would benefit two lakh people while a district hospital has been approved for Dirang along with infrastructure upgradation of all district hospitals and equipments of Dirang PHC.

On his employment generation initiative, Tuki said that skill development of local youths by voluntary training providers with job guarantee would solve state’s nagging unemployment problem.   

Hinting at huge agri-horti scope in the district, the CM called for a comprehensive cultivation plan to stop import of agri-horti products which in turn would enrich the local economy.

“I have already taken up with the PM regarding expeditious road, railway and air connectivity for speedy development of the state to reduce dependence on outside,” he informed.

Responding to various demands of the local MLA, the CM sought proposals for CO HQs at Mandalaphudung-Khelong and Sange Nyakdung, 100 km and 50 km away from Dirang and assured to post staff at Thembang circle HQs, sanction fund for a fire brigade, clear outstanding dues of hydropower projects and suggested tapping abundantly available wind power and generating solar energy to meet local needs. He also sanctioned few roads estimated to cost few crores, Rs one crore from SPA for Thubsong Dargyeling Gonpa, a centre for conservation of culture and tradition, Rs 1.5 crore for infrastructure development at the famous hot spring.

Rs 13,000 crore equity share needed to develop 30,000 mw hydropower in the state has been assured by the Center besides Rs 1,500 crore for power transmission lines which were part of Rs 4,5000 for North Eastern region, Tuki said, adding of the Rs 24,000 crore sanctioned under the PM’s package about Rs 15,000 was only spent and more would flow in.

Defence Minister A K Antony would visit here next month to lay the foundation stone of National Institute for Mountaineering & Allied Sports (NIMAS), Tuki disclosed.

While enumerating steps taken by the Congress party to grant Mon Autonomous District Council (MADC) for Tawang and West Kameng districts, the CM pointed out that the MP’s continued support is needed to achieve the goal for which he should be re-elected.  

Wishing Tashi Delek in his indomitable style, Sanjoy told the massive crowd that right from MP to CM, ministers, MLAs and panchayat leaders are links and any delinking would affect the development chain.

“The CM and ministers and MLAs order me to act which has resulted in massive development, including the setting up of NIMAS, gas agency under the Rajiv Gandhi scheme at Sange, Mukto, Dirang, Kalaktang, Rupa, and Buragaon, many roads of Dirang assembly constituency under PMGSY, mobile connectivity, to name a few,” the MP said.

On the MADC demand, he said that Union Home Minister Sushil Kumar Shinde had informed the CM, himself and Rev T G Rinpoche that at the initiative of Prime Minister Monmohan Singh, AICC president Sonia Gandhi and the state CM, the home ministry has constituted a committee which would visit Tawang and Bomdila soon to elicit people’s opinion. On submission of the report, the demand would be fulfilled for enactment in the Parliament to bring in the 6th Schedule so that the demand is met.

“Numerous policies, particularly youth development and employment generation were introduced during the last two years,” said Pema Khandu.

The present government gave a new thrust including hosting the International Tourism Mart at Tawang and CM’s Paryatan Vikash Yojna under which 100 youths were given subsidized taxies last year and 161 would benefit this year. He also stressed on preserving and promoting indigenous cultures.

Responding to a memorandum by panchayat leaders, he assured that the Lubrang-Naga GG and Khellong-Bamrok PMGSY roads proposed to the GoI would be expedited while Sangthi-Khendarong and Namshu–Cher via Khalibok roads would be taken under phase XI.

Local MLA Phurpa Tsering, in his address, thanked the MP for increasing the PDS quota of Dirang and donating 2,000 blankets for the people. He urged the state government to sanction fund for those affected by snow-fed floods in recent years.

Pointing out about the huge hydropower potential of the state, he regretted that the small projects catering state’s needs for decades now neglected should be taken adequate care. While the 300-kw Jamdorong micro project developed by the S&T department has been meeting local needs, the 1-mw Saskarong project is yet to be completed and the locals are yet to be paid while the machines procured are rotting for which the power developer should be taken to task, he said.

While pleading for adequate equipment for the CMC, Tsering informed that the MP had sanctioned Rs 15 lakh for the CHC for which the people were happy.

The CM earlier inaugurated the 22-beded new building of Dirang CHC, built at a cost of Rs 4 crore. There are 36 staff including four doctors for the CHC with a daily 40-50 outdoor patients and 80 to 90% bad occupancy, said its incharge Dr S K Singh while West Kameng DMO Dr T C Khrimey said that despite inadequacy the health sector has been doing well.         

Highlighting the multifaceted development brought in by the Congress through the local MLA, Sidisow exhorted the gathering to reciprocate their love for the party by strengthening it through massive mandate.

The development of Dirang and solving its every problem have been the sole objective of Tsering, said Tashi, who supported Sidisow’s plea for early grant of MADC which has been assured by all central leaders at the initiative of the CM.

Dwelling at length the socio-economic and political development of the state since 1975, mostly ruled by the Congress, PWD parliamentary Secretary T N Thongdok said the present Tuki-led government has been so far the best one as the present government brought in massive fund resulting in all-round development. The last four years have comparatively recorded the highest development in comparison to the past period because of the equitable treatment of all areas by the CM all wholehearted work of the MLAs.

Thongdok took a dig at BJP’s media blitz about it victory at the Centre and confidently said: “Congress would regain the Delhi throne.”

Joining his colleagues, Dondhup said that the massive gathering is the indicator of the people’s support Tsering enjoys. The CM has been touring every area of the state to feel the pulse of the people and offer solutions to genuine problems.

“We should bring back Congress to power which has been working for speedy development of the state at the state and central level since independence as Congress alone could work for the people living in hilly areas,” he reasoned.

He also called upon the seniors to guide the youth to not allow them to be swayed away by the modern cultures. We should promote our own cultures and Bhoti language to maintain our identity,” he emphatically said.       

Waii called for supporting Congress without any distinction of community or individual. He cited former chief minister Dorjee Khandu as a very popular chief minister despite from Monpa community from the extreme corner of the state.

“We four legislators are with you (CM) … you are the Yudhistir and with four of us make the Pancha Pandavs. We are confident you are capable of making Arunachal the most developed state,” Khunjuju said hinting at bold steps to complete the ongoing hydropower projects. He announced measures for hydropower development that would lead to massive development, he added.

Former chief resident commissioner Avinash Kumar highlighted Nehru’s tribal welfare by appointing Verrier Elwin as advisor on tribal affairs. Congress is a secular party which works for the communal harmony and all round development of the entire country. UPA’s flagship programmes aimed at addressing various problems confronting the people, he said referring to the conscious efforts of the MP for state’s development.  

A host of panchyat leaders who joined Congress were felicitated by the CM, MP and APCC general secretary Byabang Nukh along with block leaders of the party and goan burahs.

Host of party and panchayat leaders and officials including DC A K Singh and SP Vijayenta Arya were present on the occasion.

 Later, the CM visited the National Research Centre on Yak (ICAR), where its principal scientist & director in-charge Dr P Chakravarty explaining various activities of the Centre, manned by 15 scientists and six technical staff.

Appreciating the Centre’s activities as excellent, Tuki called upon the scientists to adopt ‘Lab-to-land’ technology for the rural masses of the state to benefit by having a sustainable means of livelihood.

 

 

Centre assures early releaseof fund for sub-basins

ITANAGAR, Jan 22: Union Water Resources Minister Harish Rawat has advised the State Government to implement the flood control and anti-erosion measures costing below Rs 10 crores under FMP from its own resources as per laid down central government guidelines. The union minister said this during his meeting with Arunachal Pradesh Water Resource Development Minister Newlai Tingkhatra in New Delhi today.

When referred to the DPR for 27 sub-basins amounting to Rs 550 crore (approx) submitted by the State Government to the Union Ministry of Water Resources recently as a special package for Arunachal Pradesh in lieu of Asian Development Bank proposal, the Union Minister has assured to expedite the sanction/release of fund separately for Arunachal Pradesh without clubbing with other Northeastern states.

He also informed that many other FMP proposals sent for technical vetting are under scrutiny of Director, Monitoring, CWC, Guwahati.

Similarly, numbers of other major FMP proposals have already been sent to CE, FMO, CWC, New Delhi for Techno Economical appraisal, he told.

Earlier, TIngkhatra apprised the Union Minister about during and after flood situation in Arunachal Pradesh and the trail of devastations left by it every year before it creates havoc in neighbouring Assam. He also informed him about the flood control and anti-erosion measures taken by the state government.

 

 

Democracy empowers people for real development: Siram

PASIGHAT, Jan 22: Sustainable human development requires democracy. It is only in a democracy that people could be empowered to demand and shape better policies, express grievances and seek justice, stated the state’s Education Minister Bosiram Siram today while addressing the villagers in a coordination meeting, held at Takilalung, few kilometers away from Pasighat. Siram while stressing the need to empower the PRI leaders and municipal councilors, said in the absence of real devolution of powers relating to functions, finances and functionaries, there would be no effective collegiate functioning of the grass-root level leaders.

Panchayat Raj and Municipal body are real ground level democratic institutions responsible for local area development and they need  capability to manage public resources and conduct public affairs in a manner that upholds the rule of law and protect and promotes the realization of the rights of its people.

The present government is keen to further strengthen them under the dynamic leadership of the present Chief Minister Nabam Tuki, for which the process has already been set in motion to ensure efficient delivery of public services, informed Siram. Earlier in his deliberation the Union Minister of State Ninong Ering said good governance is essential to achieve development while true participatory democracy ensures that development is equitable and sustainable. Centre and states must work together for the benefit of the nation as a whole with strong, democratic institutions empowering the people to influence their government to prioritize national development that is equitable and sustainable.

IMCLS decries poor learning environment

ANINI, Jan 22:  A series of awareness campaign on ‘Education’ was held in Dibang Valley district from January 2-10 by the Idu Mishmi Cultural and Literary Society (IMCLS) in an attempt to place education as top priority for the community.  

Meetings were held in Anini and all major circle headquarters telling people as to why education should be the leading community concern today and what the community could do in addressing basic educational challenges.

The campaign brought together 500 participants from different villages, political parties, youth, students, government officials, parents, teachers and community elder. IMCLS had roped in experts from various educational institutes and from different organizations to speak on the subject. The experts during the campaign decried lack of concern among the political leaders from the community on education. It observed that the Mishmi (Idu) inhabited areas in Arunachal till today did not have a single college or institute of higher education.

It felt that instead priority were put more on spending government resources on tourists lodges and unwanted infrastructures. The deliberations during the IMCLS campaign, therefore, called for bringing in change in people’s attitude and in political approach.

IMCLS during the campaign also visited all government schools. It noted that there was lack of adequate subject teachers in all schools in Dibang Valley district. Women wing of IMCLS took evaluation of students in the schools and found that students could not read and write properly even at the sixth standard.

 Lack of parental involvement, poor learning environment, demoralized teachers and lack of resources and facilities for effective teaching characterized the schools in all rural areas of Dibang Valley.

Speaking on the need for parental involvement in children’s education, Razzeko Dele, Assistant Professor, IGGC College, Tezu said that what the parents today need to understand is that the new education system introduced in the schools requires active participation of parents as well.

 “The new changes brought in the system are not understood by the teachers and the parents. And like the old days, educating children is left to teachers alone,” said Dele. “Our society must understand that home is the best place for children’s education and not the hostels.”

The IMCLS deliberations also spoke for encouraging games and sports in the community. It said playing sports and games instills sense of discipline in the youths and allegiance to authority, and is the best way to fight unwarranted drinking habits and drug addiction.

During the awareness campaign, the community people were informed of the Kera-aa Azo Alo Scholarship (KAAS). It’s a corpus fund developed by Idu Mishmi Government Employee Association (IMGEA) for upliftment of Mishmi students from economically poor background. The IMCLS campaign encouraged the community people to voluntarily donate for KAAS scholarship to help the needy students avail the educational finances.

 

 

DC stresses on regular monitoring of projects

ROING, Jan 22: The 3rd quarterly meeting of the District Level Monitoring Committee (DLMC) for the fiscal year 2013-14 was held in the office chamber of the Deputy Commissioner, Roing yesterday. In the meeting, the latest progress of the schemes under ACA, SPA, PM Package, NEC, NLCPR, RIDF, BADP, etc were discussed.

Addressing the meeting, Deputy Commissioner Shiv Kumar urged the executing agencies to maintain quality of the works under their execution. Emphasizing on regular monitoring of the ongoing progects, he urged the ADC Dambuk, SDO Hunli and other administrative officers to regularly inspect the ongoing projects under their jurisdiction and submit the inspection report accordingly.  He further cautioned to release the remaining fund after getting satisfactory inspection report from the concerned administrative officers. He further called for area and department-wise inspection of the ongoing projects by the DLMC in the coming week. Some of the major projects that are in progress in the district are construction of permanent bridge over Sissiri river at Dambuk-Paglam road under RIDF by PWD. 60 per cent of the work is reported to be completed and the bridge is said to be complete by March 2014. Re-alignment of Hunli –Desali road is still in progress. Carpeting of Jia to Bizari road via Roing-Shantipur road completed till 4.4 km and the earth cutting work in progress at Bizari side, construction of SDM Office building at Dambuk and renovation of Roing township road works in progress. Under RWD, construction work of 250 MT PDS Godown at Roing township is in progress and construction of DDSE Office building completed. Under PHED, 4 number of bore wells were successfully drilled at Ezengo, Abali, Bismaknagar and Denlo and tender process for the augmentation of drinking water supply at Roing township is in progress. Under DRDA, construction works of boys and girls hostel including security fencing at Govt Hr. Sec. School, Koronu under SPA is in progress. Other departments like Electrical, WRD, DUDA, etc also submitted their quarterly reports.

M Dirchi, DPO in his introductory speech requested the executing agencies to execute the works as per the guidelines and the DPR as all these works will be verified by third party monitoring team. He also requested them to submit the quarterly report before two days ahead of the DLMC meeting.

AR provide sports items to village youths

ITANAGAR, Jan 22: Assam Rifles Battalion deployed at Khonsa provided sports items to youths of Upper Sinnu and Pongkong village of Tirap under Civic Action Programme on January 19.

While handing the sports goods over to the villagers, the Army urged the village youths to make full use of the facilities provided to them and maintain the property. The villagers were also assured of further assistance as part of the Army’s social welfare schemes.

Friendly volleyball and cricket matches were also played between the village teams and Assam Rifles Battalion on the occasion. Panchayat leaders, Gaon Burahs and villagers of both Upper Sinnu and Pongkong villages were present on the occasion.

Army hoped such interaction and sports competitions will strengthen the bonding between the youth and security forces and bring the ‘Friends of the Hill People’ closer to local populace.

 

 

Denizens huddle to hammer out contentious issues in East Kameng

SEPPA, Jan 22: Irked with the plethora of problems which are hampering developmental activities of the district, the people of East Kameng huddled to hammer out the contentious issues primarily focusing on Education and health sectors in an Interaction Programme organized by All East Kameng Students Union (AEKSU) at government higher secondary school  Auditorium hall Seppa on 18th January.

Theme of the programme was, “Today’s generation is our tomorrow.” Several stakeholders of the district such as local MLA, PR leaders, heads of departments, representatives from East Kameng Social Welfare and Cultural Organization and East Kameng Chambers of Commerce Industry (EKCCI) and students’ leaders attended the programme.  The various contentious issues ranging from education to law and order problem in the district were thoroughly discussed during the meet.

Addressing the house local MLA cum Chairman of Sports Authority of Arunachal Tapuk Taku called upon the people of the district to imbibe sense of work culture while saying that local officers have to improve work culture and  stay at posting places. “Appropriate action will be taken against those erring officers with due consultation with deputy commissioner” MLA asserted. Taku further suggested the AEKSU members to fight for the common cause of the district while keeping education sector on priority list and cooperate with enforcing agency to maintain law and order. He further appealed to the union not to resort to bandh saying that bandh culture hampers the developmental activities.

Joint Director Planning Vijay Sonam who is also former Nyishi Elite Society general secretary in his address suggested the students to focus on study and gain proper education to move ahead and not to  confine themselves in organizational activities only. Pointing out the prevailing social evils  like early marriage in the district, he urged AEKSU leaders to play pro-active role in eradicating the social vices by creating awareness among the people over its demerits.

NESO Coordinator Pritam Bhai Sonam questioned the reasons of head of departments for being at headquarters only, saying that it reflected the irresponsibility of the officers besides making the district worst in developmental front. He also said that mortgage and oath system during election   should be condemned and discouraged by every quarter of the society.

Earlier AEKSU President Karbia Sonam in his presidential speech highlighted  various issues such as health, education, teacher absenteeism and land encroachment being faced by the people in the district.

Executive Engineer WRD Pai Dawe said that due to repeated demands for illegal donation by various organizations the officers prefer to stay out of town.

DDSE Kata Rangmo in his address informed that none of local teachers has qualified in recently held Arunachal Pradesh Teachers Eligibility Test. The society should ponder over it, he added.

“There are 60 teachers posts still lying vacant under SSA in the district, however no local eligible candidate found so far, added DDSE.

 

 

Public hearing conducted in blatant violation of laid down norms : BJP

ITANAGAR, Jan 22: Anjaw district unit of BJP has alleged that the recent public hearing at Hawai, Anjaw for Kalai-II HEP was conducted in blatant violation of the laid down norms and regulations for conducting such hearings.

Describing the act as arbitrary, undemocratic and illegal, Anjaw district BJP president Banim Kri claimed that the hearing was conducted by Arunachal Pradesh State Pollution Control Board (APSPCB) despite several representations were submitted before the Board opposing it on the grounds that the project currently has no valid scoping (ToR) for carrying out pre-construction activities and, also for the reason that there were ‘inadequate’, incomplete, and unacceptable errors in the Environment Impact Assessment (EIA) and Environment Management Plan (EMP) submitted by WAPCOS.

“A review by South Asian Network for Dams Rivers and People (SANDRP) clearly mentions that “The EIA and EMP reports prepared by WAPCOS have not fulfilled a very large number of the TOR (Terms of Reference) that the project was to cover in EIA-EMP as per the TOR clearance given for the project on 9.12.2009. Such EIA-EMP will clearly not be acceptable even from statutory and legal point of view and cannot be basis for a public hearing,” Kri said in a release. But, APSPCB still went ahead with the public hearing despite stiff opposition from the project affected villagers and land owners, he said.

“When the affected land owners tried to participate democratically by raising questions and queries, the personnel of Arunachal Pradesh Police brutally attacked the villagers thereby suppressing their right to democratic participation,” Kri alleged.

Few persons, including a Gram Panchayat Members from Nukung village was grievously injured in the lathi charge by the police, he claimed.

“This is a serious and brazen violation of our natural rights and rights to freedom of speech and expression guaranteed under article 19 of fundamental rights and our right to our land, natural resources, protection of our socio-cultural and traditional system and right to determination of our own destiny as indigenous people vide articles 8, 8(2) and 10 of United Nations Declaration on the Rights of Indigenous Peoples of which government of India is a signatory,” Kri said, while disapproving the public hearing.

 

 

PPA asserts will mitigate woes of local contractors

ITANAGAR, Jan 22: The People’s Party of Arunachal (PPA) has accused the ruling Cong. Govt. of adopting a step-motherly treatment towards its own indigenous contractors and asserted that the party will address the woes of the contractors, if voted to power.

Addressing the trade and commerce cell of the party in its Naharlagun office today, PPA president Nikh Kamin stated that the present practice wherein the major contract works are fixed well in advance through MOU/MOA route are the root cause of the problems of the local contractors.

“Since majority of the ministers and legislators have their own companies and list of favorite firms, mostly from outside the state, therefore, the genuine local contractors registered as A, B, C, and D class etc. are mere spectators,” he alleged.

“There have been numerous other instances wherein the contractors from metropolitan cities follow our ministers in Delhi, Kolkata and Guwahati and strike the deal in five star hotels and thereafter execute the works in paper and transfer the public money in their accounts,” the PPA president alleged. Such a practice, according to Kamin, is done in connivance with the officials and politicians in Delhi as well as that of the State.

Kamin further stated that if PPA comes to power, utmost care will be taken and policy initiated to ensure that the local contractors get their due share and recognition in rebuilding the state. The role of the big outsiders shall be limited to few highly specialized areas where the locals entrepreneurs lag or do not have the requisite experiences, he said.

 

 

District level capacity building training prog for Govt functionaries and PR members

AALO, Jan 22: A District Level Intensive Capacity building training  programme for four blocks of West Siang District was inaugurated by Gadam Ete, Parliamentary Secretary, Home, Geology & Mining here on January 21. Such Progaramm will be launched in another four blocks of Aalo West, Aalo East, Basar and Likabali aiming capacity building of frontline Govt. functionaries including PRI Members and poverty reduction exercises under the sponsoredship of DoPT, GoI, New-Delhi in collaboration with Administrative Training Institute, Naharlagun. The programme will continue up to February 08.

Exhorting the participants to take full advances of the training programme, Ete highlighted various schemes and the projects initiated by the state Government and appealed all Govt. officers and PRI members to get the much needed training to implement all projects in a time bound manner for the benefit of the people.

Participating in the inaugural function, Manoj Kumar Sahoo, Deputy Commissioner West Siang district said that training is always essential for implementation all schemes and appealed all trainees to get useful tip from the trainers to equip themselves with latest knowledge that may come handy for everyone to start all development process.

The Taj Mahal re-visited: impact deepens

I had visited the famous Taj Mahal many years ago when I was a small boy. Obviously, the impact and the influence on me were not very significant then as I had a very rudimentary knowledge of the Taj and I could hardly understand the language and the ever encompassing impact of love in life. Since then lots of water had flowed under the Deomali bridge. Having said that, this time it was on the 21st of December, 2013 in a misty, chilly and breezy wintry morning when I re-visited the magnificent Taj Mahal along with my loving wife. I think it was because of my advancing age or because of my wife besides me that made my visit to the great Taj a totally different experience and a special one at that. The aura, the indescribable ambiance in and around the Taj was deeper and I was overwhelmed by profound emotions never experienced before. The notorious fog tried its best to play a spoilsport but could not succeed to swing my mood because I was deeply engrossed in the thought of those magical moments when this unparalleled masterpiece was being created.  In my excitement, I quietly whispered in my wife’s willing ears as the onlookers concentrated their spying eyes on us. I whispered, “So what if I cannot even dream of building a Taj Mahal for your love, I have brought you here to rekindle and reassure my undying love for you.”  She was of course, flattered like any other woman. Apparently she was having more faith in my love for her. Seriously, I could not stop marveling at the monumental effort of Emperor Shah Jahan and his  skilled artistes in creating this wonder of a structure. I felt that even the Gods and Goddesses must have come down from their abodes to admire and marvel at the rare creation of the mortal human beings. I closed my eyes for a while to pay my humble homage and salutations to Emperor Shah Jahan who built the wonderful Taj Mahal for his undying love for his Empress Mumtaz.  Mumtaz must be the most fortunate woman even in death to have married to such a loving and caring husband.  

To me the Taj Mahal is not only a symbol of love but a symbol of human endurance. Shah Jahan showed to the world what a man can do for his love. I feel his undying love, his artistry, his imagination and his genius must have put even the creations of God to shame. I will not articulate here what history tells me because I am not a Historian. Moreover, I took my wife all the way from Arunachal to Agra to have a feel of the wonderful and mystical aura provided by the Taj Mahal and not to dampen her spirit with the many sad tales associated with the magnificent Taj. Some of my friends had told me to see the Taj during full moon lit nights but it does not make any difference to me because for me Taj is a Taj that can never be recreated even by the modern day Engineers. It must have been a rare moment of man’s creative genius to build a monument like the Taj Mahal. I wish the great Mughal Emperors were engaged more in creating monuments than in fighting. This world should have been richer and an ordinary mortal like me would have been left more awestruck in wonderment looking at their creations.  

Indeed, not for nothing, Rabindranath Tagore described the Taj Mahal as ‘a teardrop on the cheek of time.’ The most beautiful woman of those glorious days Mumtaz who melted the heart of the Mughal Emperor Shah Jahan, died while giving birth to her 14th child. It took more than 22 years and more than 20,000 artistes to build the Taj Mahal which is today, the cynosure of all the eyes of the world. It is such an irony that Shah Jahan had to see the Taj Mahal from a distance in Agra Fort as his son Aurengzeb kept him captive. Many also tell me that Shah Jahan got the signatures of all the artistes declaring not to create another Taj Mahal. However, the tragic history of the magnificent monument of love did not dampen the spirit of my wife and me. We got virtually lost in the environs of immortal love created by the Taj Mahal on the bank of the great River Jamuna. I was thinking that even God must have extended His helping hands to create the Taj. How was it possible? The art, the imagination, the engineering, the science, the angles, the balance, the huge structure, can human beings really do it? Mind you, there were no cranes, no excavators and other state of the art facilities but the wonderful Taj is there for every one to marvel at with amazement and disbelief. I now believe that love can move mountains. Had there been no love, there would not have been the Taj Mahal. Let us hail Shah Jahan’s undying love which made the seemingly impossible possible.

Little wonder then my wife and I returned from Agra with our love more reassured and further cemented thanks to the impact of the monument of love. The mere sight of the Taj made my wife value the value of love. Today, whenever I lose my cool for silly little reasons, she shows me our photographs taken at the Taj. With the undying and sweet memories of the Taj deeply engrained in my mind, I suggest my friends to take their dear wives to the Taj Mahal atleast once in their life time to ignite that doused fire if any, in their married life. Harsh lesson for organizer of TTMSLT

The Tadar Tang Memorial State Level Football Tournament (TTMSLT) came to an end yesterday with Papum Pare district winning the tournament. This tournament is one of the most popular state level sports event held in Arunachal. Even though this was the 13th edition of TTMSLT, still tournament lacks professionalism on the part of both player and organizer. The tournament got into controversy when semi-final clash between Capital Complex and Kurung Kumey had to be abandoned in between due to crowd trouble.  One of the Capital Complex players was hit on the head by a stone thrown from among the crowd. It is well documented that sporting events in the state has often been marred by disruptive crowd behaviour.

In this context it is quite surprising to know that proper checking of crowd was not done at entrance gate. Also there was not adequate security personnel present on the ground to tackle such volatile situation. The organizer should look into such nitty-gritty to ensure violence free tournament in the future. In the final between Papum Pare and Capital Complex players behaved very unprofessionally. When a Papum Pare (PP) player was shown red card for foul, all its player walked out of pitch in protest and match was stopped for around 15 minutes. After lot of pleading by organizers they resumed play. It was very unprofessional of PP players to act like that. The organizer should have taken strong note of dishonourable act committed by PP players and its team management. As a punishment Capital Complex should have been declared winner and PP be banned for such unprofessional conduct. There are some lessons to learn and hope organizers will improve upon it in the future.

Other side of story

Dear Editor,

This is in response to the allegation leveled against Tageng Padoh, CJM, Seppa published in your esteemed daily on 22nd Jan 2014. It was alleged that CJM Seppa had assaulted lady doctor Otam Taggu. The fact of the case is that Dr. Mrs Otam Taggu was deployed as EMO on 24th Dec’2013 in the District Hospital Aalo. My husband Tageng Padoh and I were not acquainted with her face and name before we met her in EMO Chamber.

On 24th Dec’ 2013, my husband was injured by a broken bottle while he was taking bath in Siyom river at 2.30 pm. As such, we rushed to the District Hospital Aalo for immediate medical treatment. We went to the EMO chamber and found no officer there. We came back to the side of emergency medical treatment room and my husband was seated in a bench at verandah. The bench was a new one and donated by Aalo House Wife Welfare Society. There was no nurse present in emergency and sister duty room. The maternity side was crowded and all the sisters were busy there. In the mean time one Er. T. Taggu whom we are acquainted came from maternity side and asked about my husband’s condition. My husband told him that he got injured and came for treatment. However, the EMO is not there in chamber. Thereafter my husband suggested me to look for EMO. A few minutes after, I came back from maternity side with the information that the EMO was not present there. Again I looked here and there and once again visited the EMO chamber but did not find anyone. Till then, my husband was having a private discussion with Er Taggu about the woman who comes to Aalo for delivery of Child.

By that time Dr Mrs Otam Taggu was standing nearby my husband at the distance of 6 to 8 feet and was listening to all conversation. She was in civil dress and was not even carrying a stethoscope. My husband, Er. Taggu and I could not identify her because she was not in Doctor Dress. A few minutes later, she went into the cabin adjacent to emergency room and immediately came back with paper and stethoscope. Then I noticed that she might be the EMO and I also came towards the EMO room along with my husband and found her seated there. I was standing in the door. My husband entered inside the room and took seat in patient stool with expectation of immediate treatment.

Surprisingly EMO Dr Mrs O. Taggu scolded my husband in bad manner saying that she heard all our discussion. Dr Taggu alleged that she had overheard my husband stating that there was no doctor in EMO room (Doctor Kamang in Adi dialect). Neither had she asked the name of my husband and the problems. All discussion was in Adi dialogue. She warned my husband and advised that he should ask nurse who is EMO on duty. My husband tried his best to let her understand that sentence ‘doctor Kamang’ was used in the context of doctor being not available in EMO room. It does not mean absent of EMO according to his understanding of ADI dialogue. She understood that Kamang means absent from duty which my husband never meant. Anyhow, my husband requested her to prescribe and treat him. However, she straightway refused to treat him and put down her pen and closed the registered folder in rage saying she is simple MBBS doctor and directed my husband to go to other specialist doctor. Then my husband suggested that if she had been wearing doctor dress or carrying stethoscope, he would have recognized her and approached straight way. She again lost her temper stating that my husband had no locus standi to ask her to put proper dress and stethoscope. She was insisting that my husband should have asked about the EMO from nurse only. In reply my husband told her that there is nothing written on her forehead stating that she is a doctor. She also replied that there was no mark on the forehead of a person implying that he is a patient. Again, my husband told her that he was handicapped due to leg injury and could not walk. Further my husband suggested that she should have identified from his walking style that he was a leg injured patient. Thereafter, my husband tried to stand up with the help of table to which she objected and asked him not to take help of the table. He was about to fall before I rushed in and rescued him. Accordingly, we left the room and my husband told her that he would lodge a complaint against her for refusal to give medical treatment.

Later we came to know from other staff that she is daughter of Talong Taggu, Ex MLA and daughter in Law of Ogam Apum Ex-Chief Engineer and comes from high profile family background.

On 25th Dec. 2013, my husband lodged FIR against her at Aalo police station. A day later on 26th December my husband lodged a complaint against Mrs Dr Otam Taggu M.O. before the DMO Aalo for necessary disciplinary action. In retaliation to the complaint, she lodged false FIR against my husband on 27th Dec’2013.  

The Aalo Medical fraternity stated in their release stated that matter could have been settled by the Aalo Medical department. How they can settle the matter of my husband’s complaint before the Police and DMO? Do they have judicial authority to decide a matter pending at Aalo Police Station and DMO office?

Further, the allegation made in the release is complete deviation of the statement made in FIR lodged by Mrs Otam Taggu. My husband has no enmity with the Doctors Association and medical fraternity of Aalo. He had just lodged complaint against the erring officer in exercising his civil right. My husband had never used his official capacity in this regard. The APDA and Aalo medical fraternity is taking undue advantage of his post and exerting pressure on him to withdraw his complaint to which he had already refused.   It is learnt from the reliable sources that a show cause notice has also been issued to the erring Officer by the authority. The police are also investigating the case on the FIR lodged by Dr. (Mrs) Otam Taggu against my husband. My husband’s injury has since then become a scar but an outdated issue has been highlighted in the newspaper with intention to malign his reputation.

Inordinate delay in renovation of capital road

Dear Editor,

We the activist of United Movement Forum for Anti-corruption in Arunachal (UMFFACIA) would like to raise concern regarding bottle neck confronted by the commuters of capital complex. The govt. has failed to facilitate good road communication to populace in capital complex despite hue and cry from various organizations demanding for renovation of entire dilapidated sector roads.

But recently it has come to notice that on the initiative of govt, for renovation of sector road, a tender was invited by working department of PWD (WZ) capital complex few months back. But the big question is whether department will be able to execute the work and provide good road before monsoon arrives? We don’t think so as the working season is on the verge of ending.

Why the department is making an in-ordinate delay in finalization of tender process? We are apprehensive of some ulterior motive behind delay in finalization of the tender. Therefore we would like to appeal minister PWD along with local MLA to intervene into the matter.
